José de San Martín raised the new flag in Lima's Plaza Mayor and proclaimed Peru free and independent by the general will of its peoples. This date was chosen over 15 July 1821, when the open council of Lima drafted and signed the act of independence, and over 9 December 1824, the Battle of Ayacucho that ended Spanish rule, because 28 July is Peru's Fiestas Patrias.
